A buyer called us in June. He had shortlisted a home in DLF Phase 5, had the funding sorted, and asked a question nobody on his side had costed properly:

“Registry pe kitna extra lagega?”

The answer was a number he had not budgeted for. Roughly ₹7 crore on stamp duty alone, before GST, before TDS, before a rupee of interiors.

Here’s the full breakdown, with current Haryana rates.

The Short Answer

On a ₹100 crore Gurugram apartment, expect the government and statutory outgo alone to land between ₹5 crore and ₹12 crore depending on three things: who the property is registered to, whether the unit is under construction or ready, and whether the seller is a resident or non-resident.

Now the components.

Haryana Stamp Duty Rates, 2026

Gurugram sits inside municipal limits, so urban rates apply, as published by HARERA Gurugram. There is no separate slab for high-value property — the percentage is flat regardless of ticket size.

Buyer category Urban (Gurugram) Rural Haryana
Male 7% 5%
Female 5% 3%
Joint (male + female) 6% 4%

Two rules that trip people up:

Rule one — duty is charged on the higher of the agreement value or the circle-rate value. You cannot under-declare your way to a lower bill, and a large gap between the two invites income-tax scrutiny on both sides under the deemed-income provisions.

Rule two — joint registration does not get you the female rate. If a husband and wife register together, the 6% joint rate applies. To access the 5% rate, the property must be in the woman’s name alone.

The Registration Fee Nobody Expects

This is the pleasant surprise. Haryana’s registration fee is slab-based and capped — it does not scale with value. For high-value deeds the fee tops out around ₹50,000.

Read that again in context: on a ₹100 crore apartment, the registration fee is roughly 0.0005% of the purchase price. The stamp duty is 14,000 times larger. Almost every online “stamp duty and registration charges” calculator assumes 1% registration and gets this badly wrong at the top end — a ₹1 crore error on a ₹100 crore deal.

Worked Example: A ₹100 Crore Apartment

Assume a ready, OC-received unit bought from a resident seller at ₹100 crore, with the circle-rate value below the transaction value.

Line item Male buyer Female buyer Joint
Stamp duty ₹7,00,00,000 ₹5,00,00,000 ₹6,00,00,000
Registration fee (capped) ₹50,000 ₹50,000 ₹50,000
Statutory subtotal ₹7.005 Cr ₹5.005 Cr ₹6.005 Cr
TDS u/s 194-IA (1%) ₹1,00,00,000 ₹1,00,00,000 ₹1,00,00,000
Conveyancing + due diligence ₹15-40 lakh ₹15-40 lakh ₹15-40 lakh

TDS is deducted from what you pay the seller rather than being an additional cost to you — but it must be deposited via Form 26QB within the deadline, and the liability sits with the buyer, not the seller.

Now add the non-statutory costs that apply at this level regardless of who you buy from:

  • Interiors and fit-out: roughly ₹8,000-15,000 per sq ft. On a 10,000 sq ft home, ₹8-15 crore.
  • Club membership and IFMS: one-time, and at ultra-luxury addresses this is a seven-figure line item.
  • Parking and PLC: often quoted separately from the headline rate — always confirm whether they are included.

Rates as of September 2026; subject to revision by the Haryana government. Confirm current applicable rates with GRS and your CA before booking.

Circle Rate: The Floor You Cannot Go Below

Circle rate — also called collector rate — is the minimum per-unit value at which the registrar will register a property. Gurugram revised these rates sharply with effect from 1 April 2026, with some corridors seeing steep increases.

Two practical implications: for most Golf Course Road ultra-luxury transactions, the market price still sits above circle rate, so duty is computed on your actual agreement value and the revision changes nothing for you. Where it bites is in older, lower-priced pockets where the revision pushed the floor above what buyers were actually paying.

Check which rate category your exact sector and property type falls under before you model the cost. The category, not the sector average, is what the registrar applies.

GST, TDS and the Costs Outside the Registry

GST — payable only on under-construction property, at 5% without input tax credit for residential units. A completed unit with an occupancy certificate attracts none. On a ₹100 crore under-construction booking that is a ₹5 crore difference versus buying the equivalent ready unit in resale. This is one of the underrated arguments for the Camellias resale market over a fresh Dahlias booking — see our Dahlias vs Camellias vs Magnolias comparison for the full trade-off.

TDS — 1% under Section 194-IA for a resident seller, deposited via Form 26QB. If the seller is a non-resident, Section 195 applies instead at significantly higher rates with surcharge and cess, and the buyer must obtain a TAN before deducting. At ₹100 crore, a mistake here is not a compliance footnote — it is a multi-crore exposure with interest and penalty attached.

Legal and Compliance Costs at This Level

Below ₹5 crore, buyers often skip proper title diligence. At ₹100 crore, nobody should.

Budget for: title search and chain-of-title verification, encumbrance certificate, HARERA registration verification, approved building plan and OC check, society/maintenance dues clearance, and a properly drafted sale deed rather than a builder template. Together, ₹15-40 lakh depending on complexity — under 0.5% of the deal, and the cheapest insurance you will buy.

For NRI buyers, add FEMA structuring: the funding must flow through NRE/NRO accounts or inward remittance, documented from the first instalment, because repatriation of sale proceeds later depends on that trail being clean.

The Female-Ownership Question

On a ₹100 crore purchase, registering solely in a woman’s name saves ₹2 crore against the male rate. That is a real number, not a talking point.

But it is a genuine transfer of ownership, with succession, tax and control consequences that need to be thought through with your CA and, at this ticket size, an estate-planning lawyer. Do not let a stamp-duty saving drive an ownership structure decision. Let the ownership structure be right, then take the saving if it happens to follow.

What to Do Before You Sign

  1. Confirm the circle-rate category for the exact sector and property type — not the sector average.
  2. Establish the seller’s residential status in writing and fix your TDS section accordingly.
  3. Confirm whether the unit is under construction or OC-received — this decides your GST exposure.
  4. Get the all-in quote in writing: basic rate, PLC, parking, club, IFMS, GST, each as a separate line.
  5. Decide the ownership structure before you draft the agreement, not at the registry counter.

Frequently Asked Questions

What is the stamp duty on a ₹100 crore flat in Gurugram?

Gurugram falls under Haryana’s urban rates. A male buyer pays 7% of the chargeable value, a female buyer 5%, and joint male-female registration 6%. On a ₹100 crore transaction that is ₹7 crore, ₹5 crore and ₹6 crore respectively. Duty is charged on the higher of the declared transaction value or the circle-rate value, so the agreement price sets the floor, not the ceiling.

How much is the registration fee on a high-value property in Haryana?

Unlike stamp duty, the registration fee in Haryana is slab-based and capped, not a straight percentage. For high-value deeds it tops out at ₹50,000. This is the one line item that does not scale with your purchase price — a ₹1 crore flat and a ₹100 crore flat attract the same registration fee ceiling.

Is GST payable on an ultra-luxury apartment purchase in Gurugram?

GST applies only to under-construction property, not to completed units with an occupancy certificate. For a premium under-construction apartment, GST is charged at 5% without input tax credit on the consideration. A ready, OC-received resale unit attracts no GST — which is a meaningful difference between buying at The Dahlias versus buying resale at The Camellias.

Does registering the property in a woman’s name actually save money in Haryana?

Yes, and at this ticket size the saving is substantial. Haryana gives female buyers a 2 percentage-point concession — 5% instead of 7% in urban areas. On a ₹100 crore purchase that is a ₹2 crore saving. The catch: if a woman buys jointly with a man, the joint rate of 6% applies, not the solo female rate of 5%.

What TDS applies when buying a ₹100 crore property in India?

For a resident seller, the buyer must deduct 1% TDS under Section 194-IA and deposit it via Form 26QB. If the seller is a non-resident, Section 195 applies instead, with much higher rates plus surcharge and cess, and the buyer needs a TAN. Getting the seller’s residential status wrong is one of the most expensive errors in a high-value deal.
